Unnecessary for who? She's a straight A student and that what she has dreamt of for years. Luckly my husband and I can afford it then why not?!?!

Honestly I think sweet 16s are silly but if it is important to you then maybe ask your daughter what she wants? You will probably have to find vendors if you want that many people so feel free to use the resources this app gives you. Do you want a photographer? Do you want catering? Do you want decor? I bet you'll need a venue for that many people. All of those vendors can be found on this app or Google.
