It could help to share the state or general area you would like for the venue. For some ideas on the victorian theme. One couple recently was asking for ideas for a late-victorian theme. You might check their posts or ask them. You can also search for Victorian on this website to see if anyone has shared good ideas

A wedding at a Botanical Garden sounds sooo coolSmiley love I wonder if it is more expensive to rent such a venue, I also feel like it would really suit the Voctorian theme!

That's helpful to know. You are allowing for an emphasis on the better Victorian style venues despite their location. Here are some california venues found under a search on Victorian venues. Are any of these styles matching what you are thinking of:

Crestmore Manor - Historic Weddings - Jurupa Valley, CA https://www.weddingwire.com/biz/crestmore-manor-riverside/d851894a79a1bd38.html

San Moritz Lodge - Historic Weddings - Crestline, CA

Cape May, NJ has a lot of Victorian architecture because it's a historic town. It's also a popular tourist destination, so it would be easy for your guests to find a hotel to stay at if they came from out of town! Maybe find a cute bed and breakfast that you like there (there's a decent amount) and have a destination wedding
