Craigslist! Locally I found a ton of things on there.

I bought a lot off of craigslist and tradesy. I found a lot of super cheap stuff at Michaels craft store.

There are usually a couple wedding dresses in the thrift shops around town here, that might be an option in your town too. If you have any big, but non-chain ones, consider calling and asking- ours in my old town saved prom dresses and the nicer dresses, then set up show rooms of them a couple times a year (every spring, for sure) or would bring them out by appointment.
