Has anyone ever used Perfect Honeymoons?

I've never heard of that site. I used a local travel agent that I found through Wedding Wire that had great reviews. I wasn't charged anything for her services. A lot of times, travel agents get commissions from the hotels/airlines. That is how they make their money. Some do charge a fee, though. So I would ask that upfront. I also know a few people who booked using Liberty Travel, which is a chain agency all over the place, but they still have that in-person component. There are also plenty of free sites. I've booked all-inclusive resorts with bookit.com, Cheapcaribbean.com, and Expedia before as well, if that's something you're interested in. I just figured I'd give you some other options in case that site doesn't work out for you. Good luck!
