Edit**** I do NOT* feel wedding favors or programs are necessary-cut the cost.
I think Saves the Dates are a must do for your wedding. I do feel wedding favors and ceremony programs are required or needed, so really it's an unnecessary cost. People don't think, "We'll get a mint tin if we go to their wedding!" People would get a program for a play. Have fun, cut unnecessary cost and don't stress about these tiny things that will not matter later. I opted out of engagement announcements and figured why not just send a save the date with a picture which saves me $300. I decided to go with an all inclusive venue and no florist had to be hired or a separate wedding planner because they offer it all, including decorating, catering, all tables, chairs, dishware... A steal of a deal. Hope that helps.
Save the dates, ceremony programs, wedding favors... are they really necessary? Come share your stance in this week's game "Need to Have or Nice to Have": https://www.weddingwire.com/wedding-forums/need-to-have-or-nice-to-have/344c52603ee5495b.html
