I would say,

The wedding party - Names and Titles (Bridesmaid, Maid of Honor, etc.)

Order of Events

Description of Events (Especially important if you have cultural or religious aspects that may be unfamiliar to most)

A short thank you, if you'd like

My daughters are having catholic weddings, so the programs would basically be the order of the mass and include the wedding party.

The only real necessities are who is in the bridal party and the order of events in the ceremony. But it can be anything you want. While looking through Etsy, I've seen some include a thank you to guests, requests to have an unplugged ceremony, fun facts about the bride and groom, a timeline of the reception, a menu for the reception, a note about passed family members, facts about the wedding (how many dresses were tried on, where guests are from, who RSVPd first, ect.). I've even seen some that were booklets with crossword puzzles and word searches (with wedding related words and bride and groom's names) to entertain early guests. These are the ones I think we are going with (in our wedding colors), but I have so many in my favorites. Check out Etsy for ideas and include information you want.
