Teuta Matoshi is my favourite recommendation for a coloured wedding dress. They have some stunningly beautiful blue things. Like these:

My other recommendation for blue is Needle and Thread, although at the moment their blue dresses are very pale. But this one is cute!

Quinceñera dress stores often have in-house seamstresses or tailors that can help with your vision.

You can also ask tailors about custom dying wedding dresses, or researching some.

If you really, really, really like a dress you've tried on, but it cannot be ordered in light blue, why not ask the bridal store or manufacturer if they can place your order but not attach the skirt to the dress, or not immediately put the appliques on because you want them dyed blue.

As a last option, dye the dress yourself. It may be worthwhile to find a dress secondhand like a Goodwill, or a preowned site, and "practicing" (for lack of a better term) on that dress instead.

Note: Pure white when dyed will give you the best results rather than ivory. Ivory may make a blue dye look like a dusty blue, and not give you what you are looking for in terms of color.

There are quite a few wedding dresses on the David's Bridal website that you can get in light blue. I don't know how available they are in stores, but it's worth looking at.
