Florist foam? Yeah it gives the flower arrangements their shape. Are you making sprays? Not sure on greenery, it depends what flowers you’re using. Pick greenery that would be in a bouquet with that flower. I personally love the look of ivy with roses for arrangements.

Since they’re not fresh flowers and you’re not making sprays I don’t think you would need the foam but it does make flower arrangements easier. You can even get blocks of it at the dollar store to experiment. If you’re just putting them all over the arch I think that would look fine as is but you could weave garland greenery through it. Michaels has some really nice ones right now, including greenery that has baby’s breath scattered on it, it could tie in with your bouquet.

You can kinda see my arch in this photo. We used pvc pipe for thr frame. We got garland from hobby lobby and Michael's. We used the hard floral foam from the dollar store to make the arrangements in the side using fake flowers.
