Try the vendor search for venues. Some larger venues have smaller rooms or courtyards. You can also check your local historical societies or associations that rent out historic houses. Your city parks and rec dept might also rent out rooms at community centers or pavilions that have kitchens.

Your best bet is parks department owned venues. Do a Google search for “yourcity parks department” and look under venue rentals. They are more flexible than traditional wedding venues at a fraction of the price. They include tables/chairs/kitchen but you have freedom over which caterer and dj to use. They also let you stay for a longer period without an arbitrary starting time that is inconvenient for everyone.

For our small wedding we have a permit for a beach that's also a city park and then we're having our reception at a restaurant afterwards!

Picnic House at Prospect park if your in NY area or you can look for other parks in your area.

How about a local VFW hall or library? Some libraries have spectacular windows, courtyards, and even art galleries. You can organize your guest chairs in a unity circle to keep it an intimate ceremony, and have the reception in a meeting room.

If you are near Fort Lauderdale check out Sea Watch on the Ocean there is also Farmer's Table in Boca. Check out some of your fave restaurants or nearby hotels you may be able to rent one out or get a private room/patio space.
