A cruise sounds like a good option for you. They aren't as expensive as resorts depending on what kind, and everything is included. An Alaskan cruise might be good since he seems to want something with a cooler climate and you want the relaxing vibe.

It sounds like you want two different things. May I ask what state you live in? The reason I'm asking is because maybe you could do too many honeymoons. One weekend and I area close to where you live that has a beach and maybe some months down the line do something in the mountains? Or something that I'm thinking to possibly do is give my fhb honeymoon. He want which is an all-inclusive resort because he says he wants to sit and do nothing hahaha. And maybe for our first year anniversary do something more of what I want which would be going somewhere and trekking around
