Check your contract and see what their refund policy is.

Unless it's in your contract, they're not required to refund your money. Most venues will just offer to postpone at no cost.

Look at your contract, usually under the force majure clause there’s something about a refund if the venue is unable to provide the service ie hold your event. If your city has shut down and precluded events larger than x number of people and your event is larger than that, then they can’t provide their service and there is a strong argument they must refund your money. This varies contract to contract but is one way you may be able to get your money back.

I would say re-read your contract and then contact the vendor bc my contract stated no refunds and my vendors are willing to refund me our money due too this matter...so it depends and it is case by case ...some vendors at this time is being much more understanding with breaking contracts.
