Cheap hair and makeup person for my wedding

Hello Dani - finding someone to do hair and makeup for under $100 will be difficult, but maybe not impossible. Check out Thumbtack to see if there are any hair and makeup artists in your area within your price range. If you have trouble finding a vendor in your price range, do you know anyone personally (family member or friend -- even if not professional) you would trust to do your hair and makeup? That may be an option.

Hair schools are amazing! A professional will oversee all the students work. The only downside IMO is things tend to take longer, but for how affordable it is, it's worth it. You could see if you have one that also has an esthetician program attached for make-up. Ulta and Sephora will also do your make-up, just tip the stylists and buy a product or two Ulta has always done the complete look for me, while Sephora does half and I do the other (however, I have NOT utilized their services for an event, just trying new brands out)
