Anyone know where I can get pillar candles in bulk for a reasonable price?

Did you search (google/bing etc) for bulk pillar candles? There are lots of sites. I don't know what you consider super cheap. There's always online at dollartree and dollarstores.

And I don't know if you need flameless candles because of venue restrictions? That's fairly common.

How tall do you want them? yummicandles and candlesforless have been mentioned on here before.

But your cheapest option is probably a local bride 2 bride facebook page or Craigslist. You could probably buy already-lit candles from another bride for cheap, with a lot of burn time left in them.
