Try hotels in your area. Usually they have some all inclusive packages

I can tell you my fbil's fiancee tried to find an all inclusive place for about the same price you want and she never found one. She contacted about 100 places, but none of them included everything. She wanted them to handle everything including DJ, hair and makeup, photography, food, drinks, and flowers.

I would look into Wedgewood! A friend of mine got married there and they included everything except photographer, but had specific ones that partnered with them. Not sure if it’s under 7k, but it’s definitely worth looking at.

Look into weddings at chilleens. It's in black canyon city and currently running an all inclusive special for spring 2020 dates.
