When should wedding party member be finalized?

How far in advance should you have your bridesmaids and groomsmen finalized? I have all of my bridesmaids confirmed. Most of the groomsmen are from out of town. At the moment I know we will have 2 groomsmen for sure (they live locally). The remaining 4 guys all live out of state or country. When should we expect that they will commit to coming or not?

I think the last possible time you would need an answer would be 3 or so months for the groomsmen. Their tuxes/suits take less time to be arranged.

I don't think wedding party members need to finalized until around 6 months before the wedding

There is no specific timeframe for having your wedding party selected but if some of your GMs will be traveling out of state/country to attend, then I would try to ask as soon as you have everyone finalized. This will give everyone a chance to plan for any added expense and make travel arrangements that suit their schedule.

My FH had asked them a few months ago before we really started planning. Six guys said they would be happy to be in the wedding and that they would be there. One guy said he couldn't make it due to being out of the country. I figured we asked 7 and 6 said yes so no problem. Now we only have 2 guys (local) who are for sure going to be in the wedding, 4 (out of state) guys who are questionable at best and the 1 who said he won't make it now is saying he may make it. Just not sure how to plan when 5 members of the wedding party may or may not be here.
