He bought me a 4, but when we bought my wedding ring, it turns out I'm actually somewhere between a 3.75 and a 4. So my wedding ring will likely go OUTSIDE my engagement ring, to hold it steady.

I am a 4.25 as well. I would order a 4.5 and have it sized to a 4.25 if you can’t find that size, because that’s easier to do. If you buy a 4 and want it expanded it’s harder for the jeweler and they could ruin your ring.
My jeweler actually told me the opposite, especially if there are diamonds on the band. By sizing it down, you are pulling on the metal to close the gap, which can loosen the fittings/prongs around the diamonds. By sizing up, you are adding metal, which pushes everything a little tighter. I was between a 3.75 and a 4 for my wedding band so we opted for the 3.75 so I could size up if necessary instead of having to size down. I'd be interested to do more research on this though to get more details.
I’m between a 7.5 and 8 (7.5 is a little tight and 8 is way too big). I always figured I’d just make a 7.5 work, but my FH got me a 7 3/4 and it’s perfect.
