What does “grade: 1.5 in. (4 cm)” mean in wedding dress measurement charts?

Does it mean it can be let out another 1.5 inches? All the way around (chest/waist/bust)?

It’s still quite difficult to tell what the designer means by this. What website did you find this?
Often times different designers have very different sizing. You may need to contact the designer directly to get the best answer.
