That's a rather tight budget especially if you are wanting it to include tables, linens, drinks, food, etc. I would price out buffet vs plated. I found buffets are usually cheaper. I also found if you limit alcohol choices to beer and wine that's also cheaper. But trying to have something be elegant is usually associated with a higher price tag.

I agree with Veronica. You may have to lessen the formality of your wedding to stay within your smaller budget. It can still be special. Try looking for a venue with the parks department, church hall, VFW, or community center. Most venues come with tables and chairs, even blank slate. Consider drop off catering for buffet style. Crowd-pleasing, low cost menus include tacos and BBQ.
