I think the thank you bags would be enough! If you wanted to have something on the tables, you could place a thank you bag at each table setting.

You don’t have to give guests anything, so it’s already above and beyond to put the bags together. In this case, the bags are the favors. You don’t have to give anything additional.

The bags would most definitely be plenty enough! That's such a sweet idea too, and unique. There's nothing that says you have to have a favor at all. Some people decide against it entirely. If you're giving your guests something as a parting gift, I think they'll be more than happy and certainly won't expect anything more.

Favors are 100% optional. The bags are more than enough.
