My wedding dress is slightly see through on the bottom. Do you think a tailor would be able to add lining to it? If so what cost do you think that would be? I tried to look online with 0 help. If not what do I do?

Yes, a lining should be very easy to do. As far as costs, it really depends on the seamstress and your location.

Some places do a flat fee for wedding alterations no matter what work you’re having done. I got two quotes in my area: $400 and $550. Good luck getting a quote!
