It will help if you mention the city you are in. You most likely will want someone nearby. Also, are you asking for a unique alteration or something that would be conventional?

I would suggest Googling “<your city> wedding seamstress” and looking through Google/Facebook/Yelp reviews as this is going to vary widely depending on the area you live in.
