Budget and guestlist should be first. Once, you have decided on those then look for a venue. It is important to have your guestlist first to make sure you pick a venue large enough to accommodate your guests. Your budget is also greatly effected by the number of people you invite. Our venue provided the food so we had to know who much we could afford per person. Some of the venues ended up being out of our price range because of food and beverage minimums or how much they changed per person.

I agree with the previous comments - budget and estimated guest count first. Then look at venues, and also look for other vendors (photographer, DJ, florist, caterer if your venue doesn't provide one, etc). Start with the biggest things and work your way down to the smaller details. I recommend using the checklist on The Knot - it'll help give you a timeline of what tasks to work on at what time. Happy wedding planning!

I agree with the others. Your budget and guest list should come first because your budget will have some dependence on who you can afford to invite. Search potential venues based on your current budget and guest count, also figure out a sort of theme you want because some places won't fit the vision you have. Your budget will also determine what kind of venue you want which may be an inclusive one or a banquet hall where you find your own caterers.

Start with your budget. Then, make a preliminary guest list. Start looking at venues and see if they’ll work for your budget and number of guests or if you need to adjust some stuff such as cutting back on number of guests. Then, book your venue. You can’t really do anything else until you have a date locked in by having a venue booked.
From there, you’ll want to start booking your most important vendors first. For us, it was our photographer. For you, it may be something different. Prioritizing helps a lot, especially when trying to stick to a budget.

    Right on!
Once you decide these things some of the other details (style, decor), start coming to you.
