Ann's Bridal Bargains: 99 cents an invitation, including envelopes and response post card. They also often have 20-30% off sales. I used them, and they were the cheapest I found and were also good quality.

Canva. I paid $1 an invite that I customized myself on really nice paper, envelopes included and arrived in less than a week.

Annsbridalbargains.com has high quality full sets and is the cheapest company you will find. The next cheapest is Costco.com

If you DIY, you have to factor in your time/labor/sanity at minimum wage per hour plus the cost of supplies which adds up. Canva is inexpensive but it takes practice (which equals money) before you get accustomed to it. Unless you are in the graphic design field.

I’m using their “All in One” invite where the rsvp can be detached and mailed to us like a postcard.

Like someone said below, I also used MagnetStreet for all of my wedding stationary, from the programs to the invitations and save the date cards: https://www.magnetstreet.com/shop/wedding-invitations

They have a ton of different templates to choose from, as well as customization options that you can use to make your invitations unique. You can also order free samples of anything that you might be on the fence about, so you can see them in person. That feature was a must for me, because I have heard horror stories about invitations coming a few days before they need to be sent out, and looking nothing like the pictures.

Shutterfly has some nice options for inexpensive invites. They also do some nice guest books.
