You may have to find a seamstress who can get the material and custom make the vest. It probably could be done pretty easily by modifying an existing vest.
The material was sold out but showed up on etsy (maybe where you saw it?) at:

I presume it is worth going the custom route.

You may want to purchase the material and then find the person to do the work. Also note, this listing had a comment that the color was a little different than advertised.
