Did you try the vendor search on WW? It might work for your area (not as good for less populated areas).

Most places they have is like golf course my fiancé and I wer thinking it be nice if we have some city view or some sort like that.

"On a budget" means something different to everyone. After all, every one of us has a budget! People will be able to offer better suggestions if you say how much your budget is for your venue and what you need that to include.

Check out wedding-spot.com, I think they have a penthouse tag and they provide a pretty useful tool for pricing your venue.

My budget is budget is approximately like 5k to 8k for about 100 people.

I live in a large city, and most downtown venues are in the price range. But then they mandate what caterer you use, and they run at least $100 a person.

Look in long beach. There are a few places there to try.

ETA: Wedding in highrise building are quite costly As you will need to pay to have the building staff on the clock, air conditioning, elevator service, etc.
