If you mean La Jolla, CA (San Diego) you might try Genna Khein (https://www.gennakhein.com/). She's located in southern Orange County, but might be willing to travel the hour south. I don't know what you consider "affordable," but she's an excellent hair and make-up artist, specializing in weddings and is very sweet. If her prices aren't directly on her website (I believe they are) she can send them to you. It sometimes takes a few days for her to respond to messages/inquiries, but she does as many as three weddings in a weekend and sometimes doesn't have a spare minute. She will get back to you, if you can be patient.
