Relics Event Center, Sertoma Event Center, and The Coleman Vault look like they might fight your criteria, and The Gallery at National Avenue could be perfect ($500-$700 for 5 hours).

Definitely consider VFW halls! My mom had her reception at either a VFW or an American Legion and her friends cooked all the food and brought it. They had a DJ, dance floor, and it was definitely loud. This was like 20 years ago, but that's the beautiful thing about those halls -- they pretty much stay the same!

If your in Springfield some of these might be a bit of a drive, but The Loft at Keith Farms(might be out of price rang but worth looking into), The round Barn on clear creek is $1,200 for a week day, The Civil War Ranch is local to me but they are the absolute cheapest place to get married around here, All You Need is Love, LLC is also local to me and they charge $10 per guest so if your looking at 50 guests it will be $500.
