If you use wording to the effect that "the wedding is cancelled", it casts no blame on anyone. It is simply a statement of fact. You are not obliged to explain anything to anyone.

If anyone asks, respond with a question "Why would you ask that?"

To me, if I received a notice that a loved one cancelled his/her wedding, I would figure they broke up. I wouldn't ask questions directly but I likely would want to get the information from someone.

You would likely get less people assuming anything negative happened if the verbiage related to postponing the wedding. Eloping is still a wedding should you decide to do it in the future. At this time, you are not definitively cancelling the wedding. You are simply postponing from that date.

Whatever the situation is, hope you are both doing ok!

I would make edits and simply say:
"Dear friends, ___ and I regret to inform you that due to unforeseen circumstances, our wedding which had been scheduled for ____ will not proceed as planned at this time. We appreciate your support."

This way you won't be sending it just from you, regardless of the reason you were both throwing the wedding together so it's a joint task to call it off. I would contact all of your guests through their personal emails, texts or facebook messages as applicable and send out the same message to everyone. If anyone asks further questions you are free to ignore or at that point say "we would like privacy at this time, thank you for understanding!" I suppose if you REALLY don't want any follow up questions, you could add that at the end of the message but I'd advise against it.

Yup all of this! Especially since you are still considering marrying him.

Hope it all works out! A friend of a friend is going through this and they are also still together which has a lot of people talking and asking all sorts of questions (not to the couple). Be careful what you put out there to outside folks who will 'never forget' even when you move on and eventually marry or marry someone else.

I would still put " we" even if it was YOUR decision. Saying " I " sounds like you are leaving him

I totally agree with what @happy Hedgie said! "Due to unforeseen circumstances, we have decided to cancel the wedding at this time. Thank you for respecting our decision and honoring our request for privacy during this very difficult time. Regards Tiffany and X."

    How does this sound?

We are still together, Due to unforeseen circumstances, we will not be moving forward with the previously scheduled wedding arrangements. Thank you and we apologize for any inconvenience.

    MINOR edits for consideration:

"We are still together, however due to unforeseen circumstances we will not be moving forward with the previously scheduled wedding arrangements. Thank you and we apologize for any inconvenience."

If you're still together, than I suggest saying something like:

Due to unforeseen circumstances, we have decided to cancel the wedding. ________ & _________.

The way you wrote it in the OP, it sounds like you broke up with your FH and you are canceling the wedding. I would text/call/email people ASAP in case they have already made plans and/or purchased anything. I would shut the wedding site down.

I would say, "We appreciate the love and support we have received during our engagement, however, at this time we will not be moving forward with the wedding. We apologize for any inconvenience, and hope to see you all soon."

You definitely need to imply that you're still together, and I'd drop the part about respecting your privacy. There's no way around people asking questions, and it might be best to address them head on so you don't have people gossiping.

I get that. I would still use the term "we" and make a nice cancel the date to email out. I'm not exactly sure of the wording but I think you'll deal with less questions if you make it clear that it's the wedding not the relationship that's been cancelled. Because no matter how much you ask for privacy people will still talk and ask questions

I get that your goal is to take responsiblity for canceling the wedding, and not FH, but by saying "I" instead of "we" you are making him sound like the bad guy. Saying "I decided to cancel the wedding," translates to "I decided to cancel the wedding because he did something and our relationship is ending." Saying "we decided to cancel the wedding," translates to "we decided not to have a wedding."
