Can i wear this as a wedding guest?

That dress is lovely! And yes, it is definitely appropriate. The rule of thumb is to not wear anything that looks like a bridal gown, and that in no way looks like a bridal gown.

It looks great to me! Formal in the summer is tough for an outdoor wedding since a lot of the fabrics are so heavy, so I feel like couples need to give a little more leeway if they’re putting their guests in that position. I don’t think the lighter color makes it inappropriate at all, though.

A black tie wedding is supposed to refer to the fact that it will be a formal affair. An outdoor wedding is not typically formal. Is the wedding actually designated as a black tie affair or only designated as "formal" attire which is essentially meaningless these days?

If it's actually black tie, it reads as perhaps a bit less formal. Otherwise, it's a really pretty dress and would be perfect.
