I was shocked! Hahaha and a little nervous we were moving fast.
I love this question because my answer would have to be "it depends." Lol.
I said it first, over text, platonically, a few months before we started dating. I told him how much I appreciated his friendship and whatnot and that I loved him. He said it back to me then, but again, it was platonically (at least on my end; not 100% sure of his feelings then, lol). After we started dating, he said it first, over text, to which I told him that I hoped he didn't get upset, but I couldn't let myself say it back to him until I was sure. FH being the wonderful man he is, didn't mind at all. Shortly after that, I was the first to say it in person.
So technically, FH did. But we like to joke that it depends on if you mean first first (me), first after dating (him), or first in person (also me). Lol.

My FH. We were laying in bed watching a show and he was drawing on my back with his finger and he told me to pay attention to what he was writing. So I did and he traced I love you. My heart was beating so fast. I love that man more than i ever thought possible

He did. As I was falling asleep..and I started laughing but i didn't actually hear what he said. So I calmed down and was then fully awake I asked him repeat what he had said. I said it right back to him.
He said it first. He said “ I have something to tell you but do not know how you will take it”. I was like what did you do! 😡 He states I love you baby, I have loved you from our first conversation. 🥰
I said I love you first and he said he knew I did and had for a really long time but he just couldn't allow himself to care for me in that way. I think it might have been a week later when he said he loved me and followed it by he couldn't allow himself to act upon it because of where we were in life. Fast forward 11 months and we're in a serious relationship. Fast forward 5 months from that and we're engaged and the happiest we've ever been. It was a wild ride.
I did. It slipped when we was saying bye to each other and I shocked myself. I started cursing inside my head because I thought it was way to early to say it and he had a shocked look on his face but then smiled real big and said I love you too before blushing and driving off quickly lol.
