What does it mean when a reception has a staging kitchen?

Here's an example of the facilities in a staging kitchen:

There is no stove so most food has to be prepared off site.

It's where they. 'Stage' the food. Basically the caterer will cook somewhere else and the do final prep in the staging kitchen - plate dinners or get buffet stuff ready. Cut up cake, prep cold apps, etc

It means you can't cook there. It's a room that can be used for plating, cleaning, but no cooking. Ideally, it has a fridge and sinks, etc for cleanup. Possibly a convection oven.
