What do you do when you have big boobs but all dresses you find are low back or backless.

First off, you look for a plus size dress that isn't backless. They do exist in every designer's line. Look elsewhere asap if the shop says they can't help you.
As for shapewear, you can get strapless bras made to stay in place and be supportive at Shapermint or HoneyLove which also has tummytuck foundations.
A local lingerie shop can custom make a bra for you (strapless if need be) or try therabbitbra.com

I am in the same situation. I looked for dresses with higher backs. The one I ended up choosing has a lower back than I had hoped but the seamstress is going to add an illusion back for me with lace appliques. I was so surprised at how much support and how strong the illusion backing is! It looks so delicate but is not. Here is a picture of the back and what is bring added.

My mom had a sheer back, about half of her upper back was showing and she’s about your size. She bought an corset or longline bra from a lingerie store and had it altered to have the back lowered. It worked really well!
