The tulle overlay seems a good option. Some other options might be to have half-loops of tulle going down some from waist level -- sort of like garlands. Or I think some old dresses (1800s?) had something like raindrop shaped overlays falling from the waist. Another option could be adding 3d flowers, even a larger one at the hip level.

A bit depends on how much the overlay will cost compared to finding an alternative dress. Some bridal shops may offer a comparable price if they have overstock or previous season dresses.
