Maybe they can turn it into a double layer veil and add a longer piece under. Sorry about the veil and hope your pup it alright!

Woah! Maybe you can put new tulle onto the headpiece and / or cut it and make a two layered veil by adding new tulle underneath in a longer layer (not sure if it's long enough though).

Puppies will get anything in reach... Be careful

I would say shorten the shredded parts and add some new layers, if you can...that way it's still mostly/partially still your mother's veil, but it won't look like puppy got a hold of it. Also I just want to say I'm sorry! I would be upset and I understand your frustration. Puppies can be such a pain sometimes!
