Tight under layer of dress... Alterations?

I have my first fitting on Tuesday and i'm now realizing that the reason the straps keep falling off my shoulders is because the under layer of my dress is too tight on my hips so the dress is riding up making the straps fall off my shoulders. DB already quoted me $150 for the bustle which i'm not going to do. I'm having cups put in. I was wondering if anyone had this problem and is there anything they can do to the under layer to make it looser? I was not fond of the alterations they did to my bridesmaid dress back in February, they took it in much tighter than when they pinned it so i'm hoping to keep the alterations on my dress simple.

    I had this problem! Assuming the skirt is a normal construction, it should be built in several panels - take a look at the seams of those panels from inside the skirt, if there's any extra fabric in there at all, it can be taken out a bit. If there are, for example, 6 seams in the skirt, and you can get an extra 1/3 inch or so from each of them, that will come out out to a fair amount of extra skirt - probably enough to fix the problem assuming it basically fits you already!

    @anais, it fits perfect if it weren't for that under layer, I don't even need it hemmed I only need cups put in. I will look at it better tonight, thank you.

    Yep, you probably only need maybe half an inch then. Almost ANY seam will have at least that much fabric in it to let out.

    I had the same problem! I just went in for my fitting Tuesday. She is letting it out a tiny bit in the thigh area because that is where it is tight for me causing there to be bunches under the lace. $150 seems pretty expensive for a bustle? I'm doing an 11 point and that was around $100, not really what I wanted to pay but it got be the look I really wanted.

    @MrsTex I know! Which is why i'm probably not going to get it done. I already went over budget with the dress, hopefully she just overestimated but I refuse to spend more than $100 in alterations. But it's Davids Bridal in Manhattan so that may be why it's so pricey.

    My alteration were wayy more $$ - and didn't even include hem ( i didnt need it) but it was because my dress has to be taken in to fit me right, to hug my body - the dress has 3 layers they all had to be taken in.

    the riding up in the hips happens when the dress is just not the right size- too small, a good sales lady wouldve recommended to order one size up and you wouldnt have this issue, because the seamstress could alter it to hug you in the right places.

    I had the same issue when i was trying on the samples, my hips are the widest part of my body :/ all dress were tight around hips and big in the breast.

    Id say see what the seamstress can do.

    That doesn't seem that off to me for the bustle in NYC - I paid $150 for 5 points.
