Is it unheard of and/or rude to do a small wedding cake just for cutting/pictures (and for like the bride/groom, bridal party to eat) and then cupcakes for everyone else?

This is what we did 10 years ago. Then mini cupcakes boxes of 4 as take out.

    Total success back then.

I don't think it's rude because not everyone is going to like your cake, especially if you do a not normal flavor. I'm gluten and dairy free, so my fiance and I are doing a small cutting cake to fit my dietary restrictions, and then we have a dessert bar with about 4 different dessert options (and about 4 different flavors per dessert). It was probably $300 cheaper to do that vs. a cake to feed everyone that followed my dietary restrictions. Also, not everyone likes gluten and/or dairy free things, and I'm not going to subject them to something they think is gross because it's considered "traditional". Nothing is traditional anymore, so have at it! It's your wedding! Another option is to just skip the "cake cutting" part and make an announcement that desserts are available for guests to enjoy at a certain time in the evening.
