Yes. You want to have people send them back, so pre-stamping is the best way. So many people (me included) do not buy stamps, so receiving an RSVP card, with a stamp, will insure that I would send it back.
Also, you do not want your guests to feel that they need to spend money to attend your wedding....even if it is only 44 cents. :-)
