Paying for hotels for guests

My fiancé and I are having a small wedding (max of 30 people) with a $5000 budget. We would like to stick to this. All of our family would be from out of town. Is there a way to let them know that they will need to pay for the hotel costs?

They should know. If not, they will know when they go to reserve the hotel room and their credit card is needed to make their reservation.

FH's step dad would expect it but they have decided to not stay the night and instead drive the four hours back. Mostly because they wouldn't have a ride otherwise. He also expects someone to drive him to the location... He expects a lot of things.
