No food at cocktail hour

Because my ceremony and reception will be in the same building we're required to have a 50-55 minute cocktail hour. We're serving drinks at cocktail hour and have been planning on serving chips and salsa as a snack (we're doing a taco bar for dinner so it goes with the theme). The only issue I'm...

Because my ceremony and reception will be in the same building we're required to have a 50-55 minute cocktail hour. We're serving drinks at cocktail hour and have been planning on serving chips and salsa as a snack (we're doing a taco bar for dinner so it goes with the theme). The only issue I'm having is that I just found out the price for the chips and salsa from our caterer and it's WAY more than I would want to spend (and can really afford), however cheaper than any of their other hor d oeuvres they offer.

So now we're contemplating having no food at the cocktail hour. Will that be a big deal? I'm worried since dinner will be a little later in the evening (7-7:30) but I'm also working on a tight budget where food is already sky high.

Any advice is appreciated!!

    I was thinking it was one station. Cannot shift the main meal. . Considering costs, one fairly inexpensive pre meal choice is quick reads. Loaves of date nut bread, rich, lemon bread. (minimal lemon flavor til lemon juice and sugar poured on top, so a sweet and sour), small cinnamon swirls with honey and hazelnuts or pecans. All nice restaurants used to have bread baskets before any dinner, cheap and just filling enough. Not large muffin serving size, smaller. But no meat, milk, cheese, or time consuming frosting, so cheap. Not messy. Like a sheet cake made in quantity easily. But not individually played. Just a napkin per serving.
