New Rochelle ceremony-marriage license?

Hi, so my fiancé and I live in NYC but out ceremony will be taking place in New Rochelle. We’re really hoping his father can marry us(non religious ceremony, he will be getting his license to conduct the ceremony) if not, we would hire someone. Does anyone know more about the process for getting our marriage license since we don’t live in Westchester? I’m clueless when it comes to this stuff. Thanks in advance!

Would marriage laws not be the same for the entire state of New York? Or are they different in NYC?
This article has info on what is required in New York - Marriage Laws by State.
Perhaps it may be best to reach out to the city clerk to discuss and clear up any confusion.
