You get it in the state you are getting married. Florida allows non-residents to get their license without a waiting period. FH just got ours yesterday and it lasts for 60 days. Most of the FL counties offer a service called eMarriage, it allows you to fill out the application online then you just go to the courthouse or the marriage license bureau and pay for the license and get "sworn in". You also don't have to get it in the county you are getting married in, just the state. Florida will honor it.

You must get a marriage license in the state/county you're getting married in.

I live in MA, getting married in NH and we can get our license up to 30 days prior. We live in a border town though so even though our venue is 1.5 hrs away we can drive 10 minutes to get to NH and get our license.

ETA we do not need a license for the county, just the state.

You will ALWAYS have get a marriage license from the state where the marriage takes place. Your home state has no jurisdiction in another state.

ETA: Whether the license needs to come from the county where you're being married depends on the rules of that state. In some states a marriage license is valid anywhere in the state, other states it's only valid in the county where it's issued.
