She says they don't have the money now even though they've already paid for the flight and room! Then she was being a complete jerk about it being a destination wedding and that she doesn't have money "coming out her ears" What am I supposed to do?

Yeah if it's a DW you can't really ask someone else, unless they're already going which I guess they would be. I'd just let it be uneven, TBH. Or, if you care that much about it being uneven, can FH ask one guy to be an usher and explain one of your girls backed out? I'd rather just have it be uneven than to put him in that position, though.
