I just got recent prices for Galloping Hills in Kenilworth. Starting in 2017. They start at 100 pp even on a Thursday. The Westwood in Garwood quoted me something in the price point you are looking for.

Look into Pitman Country Club/Bogey's Club and Cafe. They have very reasonable pricing, but not much space for an indoor ceremony. Still worth looking into.

Atlantis Ballroom in Toms River is super affordable and sometimes have offers for % off. We booked our 2017 wedding this week and got 15% off since we booked before January 31st.
