I went to a 30th birthday party with the Harlem Nights theme and I got a beautiful dress from this site.

Look for Adrianna Papell dresses. You can find them at different price points. You could give your BM's a color palette and length and suggest they find their own dress. You can often find them on resale at Tradesy, Preownedweddingdress.com, Poshmark, and Ebay, if budget is a concern

Look up flapper dresses on Amazon. They have some really beautiful hand beaded dresses for less than $50. I bought one for a 30th birthday party and it felt great and looked amazing and it was great quality.

FYI - You should clarify your theme as "Rage In Harlem" is gritty NY and takes place in the late 50's and Gatsby is the 1920's. Very different time and feel.
