How to decorate my cutting cake?

I prefer the simple, elegant outside with the surprise inside. Our surprise rainbow cake looked almost identical to option A.

I personally think you should go with simplicity on the outside

On top, blue frosting with white stars. On side, white with blue stripes.

Your cake topper is already very detailed and intricate, so I would go with simple white icing to feature it and make it stand out. Simple on the outside, and fun colors on the inside
