I got quoted 250.00 for a bustle. Is this a normal price?

I wish my boutique was a bit more forthcoming about how much it would cost to get my gown fitted due to mesh and beading. I'm paying ~$250 per area to alter (straps, waist, hips, hem/bustle) basically doubling the cost of the dress. Only thing that lets me sleep at night is I know I found an amazing seamstress and the dress will be perfection on my wedding day.

The seamstress charged me $410 for a bustle (6 buttons) and a hem on a chiffon dress, 3-4 layers, short train. She started cutting the dress, even before agreeing on the price. So I felt stuck with her! I am thinking to go pick my dress up and bring it elsewhere. But I am also wondering if this is a regular price in the Boston area... does anyone know? if you have a better recommendation, please let me know as well.

There is so much more involved in creating a bustle than just sewing on buttons and loops. That is the easy part. So many factors in designing it all to lay right and look good. For example, If there are multiple layers of tulle it can add a lot of time.
