How many program fans?

One for each person, with the exception of babies.

I saw on your profile you're getting married in Ohio -- it's probably not going to be extremely hot, even in August, unless you're getting married at 1 pm in an asphalt parking lot or something very extreme! I think you can get away with far fewer fans if you wanted to-- 40, maybe?

Hoping your right! You never know in Cincinnati, some Augusts it's 75, some it's 95...hoping for a 75 kind of day. I have 72 made..so hoping I can be done

Ohio DOES get hot, especially in August. This summer is a rarity with the temperatures lower than average. Do one PER PERSON (and a couple extra just in case). I would be irritated if I was one of the guests who didn't receive one and it was a hot day

I want to do program fans as well. I will be making one for each guest except children under 10.

Ohio in August can be REALLY hot! I am also doing fan programs because I know very well that in Illinois in August, it could be 95° even at 6pm. As such, I am making 1 program per guest (we don't have any babies coming).

We did one per person, but had about 20 left over.

Girl, I'm from Cincinnati and August can be the death sometimes because of the Indian Summer here!!! I would make around 60-70.

Well, I had 115 guests and I had 100 program fans made (it was cheaper to order 100 than 75). I have at least 40 leftover. Not everyone is going to pick one up, or they share it.

Yeah, my thought was there is sharing going on. I know Ohio can get hot in August (I'm from Michigan) but in terms of _extremely hot_ so everyone using a fan 100% of the time for the ceremony, that seems unlikely. It's a moot point because the OP already made enough for each guest to have one!
