My rsvps are due in 3 days and I spoke with a particular guest last weekend at my bridal shower who said she still wasn't sure if she could make it or not--totally fine, she has some time to decide still. However, if she does not rsvp, I will call to ask if she can come or not. On the (likely)...

However, if she does not rsvp, I will call to ask if she can come or not. On the (likely) chance she still does not know, what do I do? This particular guest is in the process of moving out of state and starting a new nursing job, so I completely understand not knowing her work schedule yet. But at the same time, I need to know for my vendor's deadlines.

I definitely financially prepared for no-shows but I dont think i could ever be mentally prepared for it. Im dreading the idea that someone could just no-call-no-show for an event like a wedding!

Exactly! In the end, pick a number you can live with based on your rsvp and your gut. and your pocketbook. You will have a few no shows. Don't worry about it! Have a good time!

Count her as coming so she can if her work allows and ask that she lets you know if she can't come

I'm sorry but knowing what I paid per plate for food, open full bar, cake and having a place for everyone to sit, a Maybe is a "no" to me. I wasn't about to pay the cost of someone's plate because they may or may not come. I would reach out to her as close to numbers being due as possible, ask one last time, and if she still doesn't know I'd let her know that you'd be counting her as a no but would love to catch up sometime soon and hang out.
