I have given her a color for her dress and even offered to take her shopping! She refuses and want her oldest granddaughter to take and pick out the dress! I have told her it’s mine and her son’s day she should be respectful of that and she is now mad because I want to be respected

You getting on her back about what she's wearing is really unlikely to help. Again, if issues arise with MIL, then your FI should deal and communicate with her. If she wants to dress like it's a funeral and it looks out of place, that's on her. You can't control what she does even if you're marrying her son.
ETA: she's not obligated to pay for anything for your wedding

While you can’t tell her what to wear, I think what I would do would be appeal to her ego by saying how you always envisioned shipping with her and would like to use this as a chance to connect and gain wisdom. Focus on how it would be a chance to grow your relationship with her and even offer to pay and take her to lunch.
