I think this is definitely your call, not your stepmom's. I personally don't see anything wrong with a flower girl wearing white or ivory, but it should be your decision.

I am thinking of doing burgundy or at least having some sort of burgundy in the dress and I have my bridesmaid (only doing one) in Navy.

I asked my sister to get my niece a dress one of the three colors I offered to my bridesmaids - I am letting them pick their own dress as long as it is one of our 3 colors (off my grandfather's tartan) and floor length with long sleeves. I want my niece to be comfortable style-wise but definitely in a color. I also think it will be easier for my sister to find one for her if she can shop in a regular store and buy a seasonally appropriate dress to keep her warm (it will be a December wedding).
